Why is the trainig of horses limited to level 30? If the PSN Trophy is to reach level 31?

You mix two things here.

Horse max lvl is 30 but your trophy relates to your Training level (life skill)

You level up horse training by AFK horse riding in a continuous loop.

sorry what I was trying g to work out was that professional was level 31 it’s it very clear as those numbers are not used in game.  

It is referring to Prefessional 1 which is the tier for lvl s 31- 40. Here's how the tiers are labeled:

Beginner 1-10

Apprentice 11-20

Skilled 21-30

Professional 31-40

Artisan 41-50

Masters 51+ (not sure if there is a cap for life skills)

Hope this clears up any confusion about what you need to get your trophies.

While you can get to pro training afk running horses you only get training xp when the horse lvls up. And it will take a long time. 

You can get to pro in a couple days if you want to by capturing wild horses and registering the emblems go to a horse spot near town and capture then all on each server and you can knock it out pretty quick
