Do you need to be Gathering Skilled level 1+ to gather Black Quartz?

I realize that it's technically possible that they were all on cooldown but I switched servers 6 times today trying to mine black quartz over in Abandoned Iron Mines and I never got the prompt to mine a single rock while standing next to it. Is it possible that my gathering level is too low (apprentice 9) or that there's some lifeskill quest out there that I have to complete first. I know that I've mined red quartz in Kuruto Cave before so I thought I could mine all quartz.
