I started playing bdo on steam and would like to now play on my PS4 as well. I wanted to know if it was possible to link my accounts. Would it be possible to play as my already existing characters or would I have to start fresh because I’m on a new platform?

Since Steam is PC and PS4 is Console, you'd have to start over on PS4, because there is no cross-play between Console & PC. (I also own BDO on Steam.)
