Can't Talk With NPCs

I play on PS4 and everytime i try to talk with any NPC i cant do anything else. Anyone knows to fix it ?

Regarding being unable to interact with NPCs some NPCs do not have an interaction prompt & also do not have an chat prompt when interacting with them.
