You have to register on the main site:
https://www.xbox.playblackdesert.com/Member/Login
Tyen link your account through the game itself in your “profile” from the menu screen. This should let you submit tickets via:
xbox.playblackdesert.com/support
Bonus is that it should also make you eligible for the free Skyhawk pet!
