i have tool workshop lvl 3 but cant see the adv cooking to craft it 

Checked my tool shop at altinova 7-2. Its at the bottom, 3rd from right. If u dont have it available it may be bugged for u? Im not too entirely sure. Are u going to the manage crafting button? Took me a few mins to realize that was there lols.

just closed down the game and re opened it and now its showing. weird bug as everything else was craftable.

Ya thats strange. Havent seen that bug yet

prob cos my game gets left on 24/7 so needed to relog to update workshop

There seems to be a bug with workshop items showing wrong names. For example in Port Epheria Tool Workshop, i had troubles finding the right materials for the named fishing rods. It was all over the place, showing me the right icons, but 3x the text of a steel tool with different materials.

Crafting in Olvia currently and it worked after relog - i think - cause i did not specifcally look at it. Was over the cause of a couple of days.

All in all, T3 tools can be crafted currently.
